With this theme is intended to draw attention to the decriminalization that, for decades, been happening with the laws or administrative offenses under regulations.
In fact, criminal law came to be reserved for the offense is fundamental values of societies, passing those offenses to be punished only with monetary fines (or other sanctions).
On the other hand, the application of penalties for these offenses began to be carried out by their own administrative bodies, subject to judicial protection to be achieved by means of recourse to the courts.
Will be indicated its progress in Portugal and Macao, and after an analysis of the current regime in Macao, pointing to still inconsistencies of the current system and the need for unification of this matter in a single text, comprehensive, coherent and simplifier.
